This kind of method can be extreme:

lift up the volumn,the space on ground floor can be treated as an open plan green space.

The indoor space (the volumn which is lifted up) ,which is used as commercial space, is connected to the ground floor (outdoor space) with several outdoor staircases.

The point worth considering more is that Indoor space and outdoor space is totally separated,this might cause some problems,for example children's activities might abrupt people's journey towards indoor space.

The good point is the area of green space for kids could be maximized and 'a big flat area' is always safer than a place with stairs or rooftop park.

Balconies around the upstair indoor space is necessary.

Motorways around the site is another risk especially for kids,some barriers might be needed at the edge of the site.

Interesting installations for kids (slide,swing,table,chair) can be hidden underneath the volumn to make sure these furnitures are available even in bad weather

Transparent glazing facade gives visual connection between indoor and outdoor,also provides adults(indoor) opportunity to watch the safety situation of kids(outdoor).

A very obvious problem is the local people who use the upstair space still can not enjoy any open-air urban life which is now really needed in Stretford.Big balconies might be one of the solution.
